This joint statement has been agreed upon by many parties including Childrens Rights International.

It is an initiative strongly supported by UNICEF and significant Departments of the Cambodian Government as well as a wide range of NGO's and is an attempt to recreate an initiative that led to the introduction of the Juvenile Justice Law, which was highly successful.
